Teacher Complaint: Wency Charlemagne - Jhs 78 R. H. Mann Jhs
Here is a copy of a letter written to the AP of the school. It descibes Ms. Wency Charlemagne and just a few of the belittling incidents that has occured in the classroom. This eacher has hit my daughter in the face with a few sheets of paper, while screaming at the top of her lungs. She verbally abuses the children, talks down to them and tells them they will NEVER get out of Special Education. She makes fun of the children that are on medication and calls the students that have addicted parents and live with other relative..."Crack Babies". In the beginning I sent this letter to the school to bring awareness to a situation that I ibelieve was gettign out of hand but now after weeks of this teacher isolating my daughter because of this complaint, belittling her, embarassing her in front of the class and screaming at her, saying: "You have No choices, you have to deal with me, where else do you think they will put you", I believe that she needs to be fired, She is NOT qualified to teach Special Education despite whatever credentials she has. After meeting with her last night at Parents Teacher Conferences, I am certain that she is in the wrong field of work and that this situation needs to be addressed outside of the school and to people higher up.
Here is the letter that I sent to the school:

I Tamika Stewart am the parent of Shania Stewart who attends Intermediate School 78 in Brooklyn, NY. I sincerely believe that there has been far too many occasions where her teacher Ms. Wency Charlemagne has embarrassed and or belittled the students of her freshman Special Education class. These are children with both Learning and Emotional Disorders and in my opinion should be treated with a little more patience and far more respect than has been displayed by Ms. Wency Charlemagne.
Granted these children are a bit more difficult to deal with than let’s say, children who are mainstreamed and I am absolutely not naïve to all that can happen in a day…including with my own daughter, I believe that Ms. Charlemagne’s credentials should have put her in line with the proper knowledge of how to best handle the wide array of challenges that she may face on a day to day basis in this sort of classroom setting, both without being offensive and without scaring the minds and feelings of her students. I have put together a list of statements/instances made by her to the students of her class.
• After Shania only being in Ms. Charlemagne’s class for a few weeks of school she went to Ms. Charlemagne to tell of her of some difficulty she was having with one of the lunchroom aids (who happened to be a Caucasian woman). Ms. Charlemagne proceeded to give Shania the advice that she should, “be very careful to behave appropriately because the white teachers in this school are very prejudice and have a tendency to single out black kids to purposely get them into trouble”. At this point, Shania did not have her one on one Paraprofessional as yet and when she finally got one she was a Caucasian woman. Shania kept harboring these thoughts in her head that her Para was out to get her in some way, hence the reason for their rocky start. I had to personally recondition Shania’s mind and constantly remind her that she would be treated fairly based on her performance with her Para. I had to tell her in as many ways as an 11 year old would understand that people will treat you the way you treat both them and yourself and not to get caught in the middle of what one race does to the other at this point. I had to tell her that if indeed she ever felt that she was being singled out by her Para or anyone in the school that I would be the one to address that…not her, so she could let go of those feelings. My kids and I have a very strong and open relationship where everything is discussed and if they have never come to me with instances that would lead me to determine they were being discriminated against or “singled out”, then this should not have been said to Shania by her teacher.
• There was an incident in the room where Shania was asked to give in her test paper because the test was over. Shania proceeded to tell the teacher that she was not finished and was upset by not having enough time to complete the exam. Ms. Charlemagne told Shania to hand in her paper. At that point Shania walks over to the desk and drops the paper on the desk. Ms. Charlemagne says the paper touched her face and Shania says it touched her chest, the way it glided on to the desk. Ms. Charlemagne then gets out of her seat, walks over to Shania’s desk and begins brushing the paper up against Shania’s face and says, “would you like it if I did this to you"? When I received the call from Ms. Charlemagne, she admitted that she does not believe it was intentional that the paper hit her but she still wanted to suspend Shania. In no way, shape or form should Ms. Charlemagne have made the paper touch Shania’s face.
• Ms. Charlemagne has told the entire class, “do not speak to Shania, because she thinks she is better than all of you, she thinks that she is on another level than all of you”.
• Ms. Charlemagne said to Shania, “If I were hood (a street slang for people in poorer living situations where gangsters are prominent) like some of the other people in this school, I would drag your tail out of this classroom”.
• Ms. Charlemagne has spoken openly in front of the class to a Para from another class by the name, Ms. Alexander about Shania. Saying to this Para, “This little girl (Shania), thinks it’s all about her, She thinks she’s so cute”.
• Ms. Charlemagne has said to the students on numerous occasions, “some of you are very ghetto and classless”.
• Ms. Charlemagne told a student that she was not going to allow her to go to the movie matinee at the school and the she was going to, “give her back her $5.00 so that she could go buy a new weave (hair extensions) for her hair”.
• Ms. Charlemagne has told the class that they are, “not smart enough to last a day in a General Education class and they won’t survive, they would come running back to Special Education”.
• A student in the class is on some sort of medication and he has been told by his parents that these pills are allergy pills. Ms. Charlemagne has asked this child on numerous occasions, in front of the entire class and out loud, “have you taken your pills today?” (while gesturing her hands to say, quote on quote allergy pills) When the student said, “I’m not on pills, they are for my allergies”. Ms. Charlemagne says to the student…”ok, if you want to think so”.
• Ms Charlemagne has told the class on numerous occasions, “You children have some serious disorders”. She has named some of the disorders out loud and proceeds to go on the classroom computer and make jokes with the Para in the room while saying, “This is what _____ has” (naming a child).
• A few children in the classroom come from homes where their parent(s) were drug users and during classroom open discussions, the children would say, “my mom was on crack”…Ms. Charlemagne would say to them, “oh, so does that make you a crack baby”? I take offense to that, because I myself was adopted at 8 years old because my mom became addicted to crack when I was 7 1/2 …that does not make me a “crack baby”. Many of the kids were annoyed by this and proceeded to say, “Don’t say that Ms. Charlemagne, I’m not a crack baby”.
• Ms. Charlemagne tells the kids, “oh, I’m not going to say anything in front of this child, she is a liar and a snitch”.
What really upsets me about this is I feel there is a true lack of professionalism and this sort of behavior from a teacher leaves so much room for constant teacher/student confrontation. It’s a total lack of respect for the students. Ms. Charlemagne’s statements have proven to be very offensive and degrading to the students and are intolerable. I will no longer sit at home and listen to these sorts of complaints from my daughter Shania any longer. Action needs to be taken to ensure that the children are attending school and are in a class with a teacher that is more focused on teaching and not so focused on getting as many insults as she can in a day. There is no room in the economy for another unemployed person, so I am not suggesting that she be fired, I just need this verbal abuse to stop and for her to stop talking down to the students.
